Concerned about poor data integrity and the cost and effort of integrating vendor data, many institutions have adopted an Enterprise Data Management (EDM) strategy. The EDM approach decouples data from both its source and its destination, and manages it as an open, flexible and centralized service in its own right - paralleling the emergence of data management as a distinct profession. Since most institutions would not now consider building their own software to address a strategic requirement - the levels of cost, risk and distraction from core business activity are too high - there are three broad models for adopting EDM:
- implement a third-party solution in-house
- outsource data management as a service
- combine some elements of an in-house solution with outsourcing
This white paper looks at the options, and identifies scenarios in which outsourcing may be effective. Broadly speaking, Tier 1 institutions that have existing EDM capabilities may find it effective to outsource some elements. Lower-tier institutions with limited experience of EDM may simply be outsourcing a data management problem to get a bigger one back.
